New restrictions on minors in package liquor outlets

From December 2023, unaccompanied minors must not enter or remain in:

  • an area related to a packaged liquor licence, and

  • an area dedicated to the sale of liquor by retail in sealed containers for consumption away from the premises (such as bottle shops and liquor sales areas within a supermarket)


Existing 3L and 9L signage approved by Liquor & Gaming NSW should be displayed within affected areas and will be mandatory in the future.


It may be an offence for the licensee/approved manager if an unaccompanied minor enters and remains within an affected area. It is a defence to prosecution if it is proved that the licensee took all 'reasonable precautions' to avoid the commission of the offence.
